taking a hypothetical example, if someone in middle ranked alliance x is asked would he like to join middle ranked alliance y he is only really likely to want to join if y has a particularly good reputation or else he knows ppl in y, otherwise he will stay in x. On the other hand he is much more likely to say yes to top alliance z because there are obvious benefits (or percieved benefits) over his current middle alliance. (ppl aspire to join the top alliances, I know I did when I was in TGV even tho I rationally know I was probably better off where I was)
