Oh, I forgot to mention, in the US in Chicago, a group of 3 walking down the street is a gang. And you can be picked up for "Gang activity" Also, no more than 3 people can stand on a corner at any given time. Ofc, 3 men in suits won't be picked up. But if three nuckle headed teenagers are walking around looking like they are up to no good, they probably are. Chicago has really cut down on gang activity. I bet a rule like that would cut down a lot of beatings over there also.
