I didnt say it concerned anyone else than BlackFlag, and yes ofc it was exaggerating, i thought i made it pretty obvious.
But its what im saying, the cap limit is not realy a problem for new alliances, but more of a problem for the people having a laid back attitude to the game, ie, deadweight as you call it.
