To be honest the idea of any developed country using nukes seems fairly absurd. Perhaps the only countries that would are those that would be governed by religious zeal, attempting to bring about some sort of pre-ordained apocalypse. I wonder how worrying it would be were a country governed by extremists or just particularly pious religious leaders to have nuclear ICBMs.

In general sane people are unlikely to use nuclear weapons. This includes the people intelligent enough to have been elected as leaders of such politically violently darwinian states.
