It doesn't really matter if it's got an official warranty or not. It needs to be fit for purpose and presumably a phone charger is supposed to last longer than that. Who did you buy it off on Ebay? Some dodgy geezer selling obviously stolen goods online, or some sort of legitimate (?) e-shop?
"Returns policies" usually refer to being able to exchange the item for another (different) one (or get your money back) - not how long they'll repair it for you for. Sale of Goods Act and all that.
