Races would be good, however you have problems when the races are relatively imbalanced. ie, all the time. So, you wouldnt be able to force the weakest or weaker races on players - they'd obviously get hammered. Also, Cathaar would be in a whole world of pain as they are a race that revolves around supporting and support from other races; i would imagine that a cathaar only cluster would be targeted fairly heavily in the initial stages...

It still might be fun though!
