I think that having a player in your alliance closed doesn't necessarily make the alliance a cheating alliance. This is, of course, in the case that this is the first time this person has cheated. If it is, then the alliance really hadn't an idea that this would happen.
However, if they are taking in people who have cheated more than a few times, and this is known to them, they are either being nice and giving a second chance, or turning to look the other way.
I don't know much about cheating in any of the aforementioned alliances. I am just saying that you can't necessarily just accuse an alliance if one of their planets gets closed.
