Rooney can play with another deep lying striker as long as they don't go into the same positions which they won't. Rooney tends to play deep collecting the ball of the midfielders while Tevez drifts wide and cuts in. Together I see them working in a similar manner as Bergkamp and Henry did.

We'll probably play 4-3-3 a few times next season but hopefully only in a couple of games, most of the time it will be 4-4-2/4-2-3-1.
