If ICT becomes a core subject in any way shape or form then the education system is in severe trouble. Maths, English, Sciences and maybe modern languages (I doubt their difficulty for the people who actually take the exams) are core subjects and always should be, because they make people think. I don't see how animations and being able to design your own website has any application in the modern world unless you're actually doing it as a job, in which case you would be expected to be trying out stuff that was far more focussed than what this course seems to set out to attempt.

As much as I am loath to insult your subject TK, I think ICT might be a bit of a worthless qualification. If people want to use computers for web design/coding/CAD or whatever teach it as something specialist rather than debunk it into a course that sets out to make people jack of all trades and masters of none.
