According to the guys moaning on TG latley that is false. Sending in an ingame request (apparently) prompts you to have to speak to somone in #multihunters. Let's be frank the exception rule is indeed pointless. Anyone can just "claim" to have a brother, sister, cousin heck even a dog who's using the same network as they are. Although this day and age it's easy to cheat without detecting they have the same ip addresses etc.
