Well one solution would be to have a standardised worldtime that is used for synchronisation (for instance the number of seconds passed since <some arbitrary starting point>), and then use local times for convenience. You'd then organise meetings with people in other countries by using the world-time, which theyd then translate into their own system. This is essentialy what we do now with GMT/UTC anyway, so eliminating local systems wouldnt really have any benefits and would just cause a lot of pointless hassle and confusion.
