How was she disqualified from driving if she's 12?
So she'd ALREADY been disqualified! And then again! She's going to have a lot of insurance to pay when she's 17

I can't answer for British law, however, we have similar situations in California.
Driving is a priviledge and it is the driving privilege which is suspended.
In California driving without a license is a lesser crime when compared to driving with your driving priviledge suspended. The punishment is usually quite a bit harsher.
