Yeah, I think there's only a few things you can be sure of.

1. The project will go over deadline.
2. The project will go over budget.
3. The whole contract for running the thing will go to some company with a history of going over-budget and over-deadline. Probably someone like Capita* despite the fact they ****ed up the CRB stuff and are generally seen as rubbish (their uninspired nickname in most local authorities is unsurprisingly, Crapita).
