If I were to guess I would say that it involves orbital mechanics with G being the gravitational constant, V (should not be capitalised) being velocity, the H (should not be capitalised) part of water being height although it could also be Magnetic Field. The missing O you refer to is almost certainly Theta given there is no standard term which uses that letter and you already have degrees in your formula. The M you are trying to solve for should also probably be m for mass and not M for Moment of Force but to be honest who knows since you seem to have the writing accuracy of a 5 year old.
