At this stage a lot of people didn't really conceive of fascism as diametrically opposed to democracy though. It really depends on how the economic structure of the world would have changed during the 20s and 30s. A thousand year parliamentary culture is all well and good but i think you're underestimating how quickly individuals alter their outlook inside a generation. Also by not a punitive peace do you mean germany wouldn't have demanded reparations?
