Until we start seeing bots that control many planets easily, I dont think effort should be put in detecting those out of game automatons or making their working harder, as it usually makes our life even more hard.

What criteria?
Beyond account sharing I'm interested to see what viable criteria you can come up with to test them. There is literally nothing outside ips and in-game mails that the MHs have the ability to check. Anything that is blatant is punished, anything done more sneakily cannot be proven.
Rather than making the rules more strict to push people to be more sneaky (and harder to catch) we should relax the rules and embrace certain areas of 'cheating' and make them a game feature. That way it's far easier to regulate.
