The width is fixed by the top logo image. I think thst stretching the top logo would be a mistake and dilute the brand.

As for how to integrate the ad more, i'm not a designer so i'm probally not the best person to ask and others can probally answer you better but most professional looking sites that run ads look as if the ads were supposed to be there and the layout was designed with them in mind which the portal just doesnt. I'm sure even something simple like making it sit in a box like the rest of the sections are would go a long way to making it seem more part of the site rather than an afterthought

You can't put a border round it becuase then the two ads wouldn;t touch and they need to.
