No, you can't. To judge whether you deem a giving of rep to be valid or invalid, you need to know the reason why someone repped you, not whom repped you.

Yes, it will add a barrier to the giving of negative rep in order to prevent people from neg repping you back. However, this affects both invalid and valid neg rep pretty much equally, and brings the added disadvantage of people giving neg rep out of spite; which means that this particular solution brings back the exact same problem it attempts to solve, merely in a different form.
