The point was about Europeans giving assistance to Africa. Horn said, "what, even like the red cross". I was originally going to post "The Red Cross isn't a European organisation." but I thought that would be doing a disservice to (for instance) the British Red Cross, which obviously is a European organisation. Instead, it's much more accurate to say that the Red Cross is not a single organisation - there are lots of different of branches around the world. The wiki refers to it as a movement, which seems a more sensible definition. But if you wish to call it a single organisation, then fine - but then horns question still doesn't make much sense.

To put in simple terms for you : The Red Cross has a valuable role to play in Africa. However, in the long term, this should be a Red Cross* staffed and run by Africans. So horn's question cannot be easily answered by a "yes" or "no" - because it seems to imply there is a single Red Cross which is entirely run by Europeans. Which is not quite the case.

* I use the term Cross here for brevity, but it applies to Red Crescent/Diamond/whatever.
