from experience, for instance the last couple of rounds, ult dont tend to hit back against people who hit them who are bigger unless they can find a few friendly alliances to join them. they would much rather hit down the ranks.
infact, last round agar3s basically told the smaller alliances 'hit spore with us or we will just hit you' which is another reason why ult were so isolated last round, and why spore held such a commanding lead (its much easier to win friends when you are nicer to them )

A lot of Ult players also solo or retall instead of helping out their friends on the allie raid
