If pa was just about having an atk fleet and launch there would be even less in beeing top50 then there is now.

There is no such thing as a defender or an attacker, and the choice to use your ships in defense and attacks (most players do both you know) is completely unrelated to scanning.

I would love it if scanning was like attacking and defending, something that any planet could choose to do without having to do a completely different set of research and constructions guaranteeing that they cannot keep up with other planets.
