let's try again..
I changed my suggestion to setup where planet can add score only to 1 tag per round. So if player leaves ally and joins another he won't add any score to the new tag. He still would be able to send/receive ally def with the ally ETA bonus.
I also see that this also could have small benefit to prevent spying in cases where someone joins target alliance and their tag at the beginning of the round and then leaves/gets kicked and joins his/her real alliance tag.
