i think you'll find HR's reluctance to NAP early game is due to not wanting to get bashed by the winning alliances by siding with the other, and just becoming roid farms, it wouldnt matter if they were napped or not, they'd get battered either way As they are not well enough equipped to deal with being p-targeted. they play their role you can't ask for more from them.
