FL's relationship with Ult really does not affect things all that greatly. FL sent 125 ingal defences to Ult. A fair few sure, but delete them and Ult's ingal defence drops to the same level as p3n, with a very different size of pool of non-ally defenders to draw on.

This may be true but it is not an explanation.
Rather it restates the question, they are better at getting non ally ingal def every round, so they have a system for doing so that works consistently.

The greater weight of incs on ult surely is a significant factor, which I mentioned in my first post on the subject, and it is one of the reasons for concentrating the question on ult/p3n rather than any other two since p3n had 2nd most incs and a completely different gal strategy.

Except you dont, Ult sends no more def to the non ults ingal than most others. Although fair enough given the fewer non ults ingal you get a good number.

This really is the only explanation, and its not a pleasant one, Ult takes complete control of its galaxies and all of its fleets, regardless of whether they are ult or not, in a way that others, even those who fort, do not, or cannot.
