Well.. it could mean that say if alliance X was busy fighting alliance Y. And alliance X see that alliance B is rising past them. And alliance X consider both Y and B a threat to their dominance, and either can't or won't get out of the fight with alliance Y. So they hire alliance D to do some soft targeting of alliance B. Just hit some alliance B heavy gals.. maybe give the alliance B planet some more incomings and say it's all cause they are roid heavy. This would prolly hold up in court, but still logic dictates otherwise.
