both work , my sugestion was just something general
in your case u declare the style at the start of each page
but also in some cases remmber u have to use tables to pozition certain background...

it can be implemented very easy using styles to change backgrounds
<td style="background: url($url_or_path)">
for simple images there is no nead for special tweaks they work aswell with local paths...

How about makeing downloadable imagepacks / themes so enyone can host them on its own computer. With a simple setting in preferences section u could set the path to the image dir on your computer so...
