My understanding is that yes - tickers stopped due to an alliance merging issue.

TGV however was not one of the alliances involved....

When scanning for galmates - it's a simple case of ticking the "No Fund" checkbox on the waves page - then you pay for the scans not...

I like Kargools idea - but add the option for alliance HC's to turn taxation on or off. That way, alliances who choose not to use the fund, or who feel they have sufficient resources can turn it off.
