To state the obvious, alliances are only good for mutual defense among members. Reducing numbers will just make it harder to defend themselves, which may lead to more of the out of alliance def rule...

I think if clusters were smaller..say 5 galaxies then it would be easier to get to know one another or just easier to manage. It would also likely cut down on inter cluster wars.

Why does each round need to be exactly the same anyway. Its easy to experiment one round with with a different dynamic: Private gals, buddypacks,, shipstats, ALLIANCE size.

Well the whole point is that if you are in a gal where no one is active you can exile yourself. So yes all the active players will endup in active gals and all the non playing or inactive planets...
