Because it evens the playing field and makes spying useless. By the end of the tech tree, most alliances have memberlists and co-ord lists anyway. Also most allies have full gal listings of each...

I very much like the idea that inactive planets are exiled to a quarentened area. This area should not allow resources to be collected and conversly should not allow attacks, so called Q clusters...
