The banner linked in the first post does not 'cross' the limits in any way. While close, it's nothing worse then the posters you see nowadays at your local busstop or billboards.

There will always be galaxy banners who will be close to the limit regardless WHERE you put the limit, but it pushing/close to the limit should not be a reason for them to be removed. If you do then whats supposed to be a valid objective decision turns into one based on a personal opinion.
